Himachal Pradesh NEET UG counselling is conducted by Atal Medical and Research University (AMRUHP) through amruhp.ac.in. The counselling allocates 85% State Quota seats in 6 Government Medical Colleges plus 100% seats in 1 Self-Financing Private Medical College. AIIMS Bilaspur (2019) admits 100% via MCC AIQ counselling. HP cutoffs use 20 distinct quota codes including HP-unique categories: BACKWARD AREA (hill region), TIBETAN (Tibetan refugees due to Dharamsala settlements), DEFENCE, ESM, IRDP-BPL, J&K Migrants, Single Girl Child, and Wards of Freedom Fighters.

Domicile rules
To claim Himachal Pradesh state quota seats, candidates must satisfy HP bonafide clauses: (a) born in HP with continuous residence and education, (b) parent is an HP state govt employee, (c) parent is a permanent resident of HP holding the Himachali certificate. Himachal Pradesh Bonafide Certificate from Tehsildar/SDM is required at verification. Tribal Area / Backward Area / Tibetan claims need specific certifications.

Important notes
- AMRUHP (Atal Medical and Research University, Himachal Pradesh) is a relatively new university (2019), named after former Prime Minister Atal Bihari Vajpayee. It is the dedicated health sciences university and counselling authority for HP.
- IGMC Shimla (1966) is the OLDEST medical college in Himachal Pradesh, established when HP became a full state in 1966-67 (Punjab Reorganisation Act).
- AIIMS Bilaspur (2019) is the 6th AIIMS in India under Phase II.
- Massive 2016-2018 expansion added 4 new GMCs: GMC Nahan Sirmour (2016, renamed Dr YS Parmar 2018), SLBS Mandi (2017), JLN Chamba (2017), Dr Radhakrishnan GMC Hamirpur (2018).
- SLBS GMC Mandi has an ESIC tie-up - it is a state government college that receives partial ESIC funding and reserves some seats for ESIC IP (Insured Persons) candidates.
- TIBETAN refugee reservation is UNIQUE to Himachal Pradesh due to McLeodGanj/Dharamsala hosting the 14th Dalai Lama and the Central Tibetan Administration since 1959.
- BACKWARD AREA reservation applies to candidates from notified backward hill regions of HP - a category unique to mountainous states like HP and J&K.
- Tribal areas in HP receive special ST consideration: Lahaul Spiti district, Kinnaur district, and Pangi sub-division of Chamba district.
- WFF (Wards of Freedom Fighters) reservation extends to grandchildren of recognized Freedom Fighters - HP has many Independence-era freedom fighter families.
