Delhi NEET UG counselling.
Delhi is UNIQUE among Indian states in having TWO state-quota counselling authorities: Guru Gobind Singh Indraprastha University (IPU Delhi) for IPU-affiliated colleges, and Delhi University (DU) for the 3 DU-affiliated heritage colleges (Lady Hardinge, Maulana Azad, UCMS GTB). AIIMS Delhi and ESIC Basaidarapur admit ONLY through MCC AIQ counselling. Delhi cutoffs use a sophisticated encoding system with Home State (HS) / All India (AI) / Other State (OS) / Army (AI-ARMY) prefixes plus Defence (-DEF) and PwD (-PH) special tags.

About the rounds
Both IPU Delhi and DU run online counselling over 4-6 rounds: Round 1, Round 2 (some colleges have Round 2 Extended), Round 3, Stray Round, and Special Stray Round if seats remain. Each round publishes opening and closing AIR per college per category with sub-quotas. The 142 existing cutoff rows in the database span 6 rounds (R1, R2, R2_EXTENDED, R3, STRAY, SPECIAL_STRAY).

Delhi follows Central Government reservation: UR 40% + OBC 27% + EWS 10% + SC 15% + ST 7.5% with PwD 5% horizontal. Lady Hardinge Medical College is the only women-only medical college in Delhi. Army College of Medical Sciences has 100% Army Quota seats reserved exclusively for children of Indian Army personnel (no general entry).

Domicile rules
Delhi state quota eligibility requires Delhi domicile: candidate must be a permanent resident of Delhi, OR have studied Class 11 + 12 in Delhi from a recognized institution. Domicile certificate from SDM (Sub-Divisional Magistrate) is required at verification. Army College additionally requires Army Welfare Society endorsement (parent must be serving or retired Indian Army personnel).

- Delhi is UNIQUE in having TWO state-quota counselling authorities: IPU Delhi and Delhi University. Most states have only one. You must apply to BOTH if interested in colleges from both groups.
- AIIMS Delhi and ESIC Basaidarapur admit ONLY through MCC AIQ counselling. They do NOT participate in IPU or DU state counselling.
- Lady Hardinge Medical College (LHMC, founded 1916) is the OLDEST women-only medical college in India and admits only women candidates.
- Army College of Medical Sciences has 100% Army Quota seats reserved exclusively for children of Indian Army personnel. No general entry possible.
- Delhi government MBBS tuition has the widest range in India: from Rs. 1,360/year (Lady Hardinge) to Rs. 3,60,000/year (RML, Army College).

- Delhi University-affiliated colleges (Lady Hardinge, MAMC, UCMS) have notoriously LOW tuition - Lady Hardinge at Rs. 1,360 per year is among the lowest in India.
