Uttar Pradesh NEET UG counselling.

Uttar Pradesh runs the largest state counselling cycle for MBBS and BDS in the country. It is conducted by the Directorate of Medical Education (DGMEUP) through the official portal at upneet.gov.in. Candidates who qualify NEET-UG and meet UP domicile criteria, or compete under the 15% All India Quota, fill seats across government, private, and minority medical colleges in the state.

About the rounds

The annual counselling cycle moves across five rounds: Round 1 and Round 2 for the bulk of allotments, a Mop-Up round (R3) to fill vacancies after upgrades and withdrawals, a Stray Vacancy round (R4), and a Special Stray (R5) for any remaining seats. Allotment is based on NEET-UG All India Rank and the choice list submitted during choice filling. Each round opens a fresh choice-filling window before allotment is published.

Registration steps

step 1
Online registration. Sign up on upneet.gov.in using your NEET-UG roll number and registration number. Confirm phone and email; both are used for OTP and result notifications throughout the cycle.
step 2
Application form and document upload. Fill in personal, academic, and category details. Upload scanned copies of the NEET-UG admit card, scorecard, Class 10 and 12 mark sheets, photo ID, recent photograph, signature, and category or PwD certificates where applicable.
step 3
Preview uploaded documents. Review the entire application carefully before submission. Errors at this stage are difficult to correct later, and the DGMEUP does not always permit edit windows after submission.
step 4
Declaration and final submission. Read and accept the declaration regarding accuracy of information, and complete final submission. Once submitted, the application moves to the fee payment stage.
step 5
Fee payment. Pay the ₹2,000 counselling fee online through the portal. The Earnest Money Deposit is paid separately based on whether your filled choices target government colleges (₹30,000) or private colleges (₹2,00,000). The EMD is fully refundable on admission or non-allotment.
step 6
Choice filling and locking. Open the choice-filling window for the current round and rank-order your preferred colleges and courses. Locking is mandatory before the deadline; unlocked choices auto-lock when the window closes.

Allotment and reporting. When the allotment list publishes, candidates who receive a seat must download the allotment letter and report to the allotted college within the published reporting window with original documents, fee proofs, and the NEET-UG admit card. Skipping the reporting window forfeits the seat for that round.

  • Government-issued Photo ID (Aadhaar, PAN, Passport, or Voter ID)
  • Recent passport-size photographs (4 to 6 copies)
  • Counselling Allotment Letter (printed from portal after allotment)
  • Fee payment receipts (registration, EMD, college fee)

Important notes

  • Uttar Pradesh does not offer NRI quota seats for MBBS admissions.
  • Management quota in private colleges is filled at the institutional level; cutoffs published on this page apply to the state-quota seats only.
  • Minority colleges fill 50% of their seats from the relevant minority community and 50% from general candidates (Open).
  • AIQ counselling (15% of government college seats) is conducted separately by the MCC through mcc.nic.in.
  • Domicile verification is strict. Candidates without a UP domicile certificate cannot claim state-quota seats and must compete in AIQ.
