Bihar BCECEB counselling.

Bihar MBBS and BDS counselling is conducted by BCECEB, the Bihar Combined Entrance Competitive Examination Board, through a centralised online process. BCECEB allocates 85% state quota seats across 12 Government Medical Colleges (excluding AIIMS Patna which is AIQ-only) and 12 Private Medical Colleges including 3 minority institutions. The remaining 15% AIQ seats in Government colleges are filled through MCC. Bihar cutoffs are published with BOTH AIR and Score, unlike most states which publish only AIR.

About the rounds

BCECEB runs an online counselling cycle over 4 rounds: Round 1, Round 2, Round 3, and a Mop-Up Round (Round 4). Each round publishes opening and closing AIR plus the corresponding NEET score per college per category. Choice filling happens after rank publication; allotment follows strict NEET UG AIR order within Bihar's domicile-verified merit list applying the Bihar-specific reservation roster.

Multi-tier OBC + BC Female (BC-1): Bihar has a multi-tier OBC system: Backward Class (BC) at 12%, Extremely Backward Class (EBC) at 18%, plus a BC Female sub-quota (BC-1 / RCG, Reserved Category Girls). 5% horizontal reservation for Persons with Disabilities (PwD) applies across all categories. Bihar reservation is among the highest in India by total percentage.

NRI Quota
Up to 15% of seats in 4 designated private colleges (Madhubani, Katihar, Mata Gujri, Narayan Sasaram). Fees typically USD 21,000 to USD 35,000 per annum.
Management Quota
Up to 35% of seats in private colleges (5 to 6 institutions). Filled through institutional process within BCECEB framework.

Domicile rules

To claim Bihar domicile for state quota seats, candidates must satisfy one of the following: (a) born in Bihar with school education in Bihar, (b) parent is a permanent resident of Bihar, (c) parent is a Bihar Government employee, (d) parent owns immovable property in Bihar with at least 3 years residence. Bihar Domicile Certificate from the Circle Officer or SDO is required at document verification.

Important notes

  • Bihar cutoffs are published with BOTH All India Rank (AIR) and corresponding NEET Score, unlike most other states which publish only AIR. The two columns enable students to verify their position both by rank and by raw score.
  • AIIMS Patna admits exclusively through MCC AIIMS counselling (AIQ-only). AIIMS Patna seats do NOT participate in BCECEB state quota counselling.
  • PMC Patna and IGIMS Patna are the flagship state government institutions. PMC is the oldest (1925), IGIMS has Deemed University status while operating as a state government college.
  • Bihar has 3 minority private colleges: Katihar Medical College (Muslim Minority, 1987), Madhubani Medical College (Muslim Minority, 2019), and Mata Gujri Memorial Medical College Kishanganj (Sikh Minority, 1990). Bihar is one of few states with both Muslim AND Sikh minority colleges.
  • Government Medical College fees in Bihar are among the lowest in India: ₹6,000 to ₹12,100 annual tuition for most state govt colleges (IGIMS Patna higher at ₹40,000).
  • Private college NRI seat fees in Bihar are quoted in US Dollars (USD 21,000 to USD 35,000 per annum), translating to roughly ₹17 lakh to ₹29 lakh at current rates.
