Kerala CEE counselling.

Kerala MBBS and allied medical course counselling is conducted by CEE Kerala (Commissioner for Entrance Examinations) through a centralised online process. CEE allocates 85% State Quota seats in Government Medical Colleges, plus State Quota + Management Quota + NRI Quota seats in Private Self Financing colleges. The 15% AIQ in Government colleges goes through MCC. Amrita Deemed Kochi admits exclusively through MCC AIQ Deemed counselling.

About the rounds

CEE Kerala runs an online counselling cycle over 4 to 5 rounds: Round 1, Round 2, Round 3, Round 4, and a Mop-Up Round if needed. Each round publishes BOTH the closing All India Rank AND the closing NEET Score per college per category and per quota, allowing students to verify their position by both rank and raw score. Choice filling happens after the rank list publication; allotment follows strict NEET UG AIR order within the Kerala domicile-verified merit list with the Kerala reservation roster applied.

SEBC explained: Kerala uses State Merit (SM) and SEBC terminology (not OBC/BC/EBC as in northern states). SEBC includes Ezhava, Muslim, Latin Catholic, OBC, Hindu Nadar, SIUC Nadar, Dheevara, and other listed communities. Within SEBC, OBC-II gets a 6% horizontal sub-quota. 5% horizontal reservation for Persons with Disabilities (PwD) applies across all categories.

Domicile rules

To claim Kerala state quota seats, candidates must be a Kerala domicile or satisfy CEE Kerala domicile clauses: (a) born in Kerala with school education in Kerala, (b) parent is a Kerala state government employee, (c) parent has been a permanent resident of Kerala for 5+ years, (d) candidate studied in Kerala for at least 10 years. Documentary proof at verification is mandatory.

Important notes

  • Kerala cutoffs are published with BOTH All India Rank (AIR) AND corresponding NEET Score, the same dual-column format as Bihar. Most other states publish only AIR.
  • Kerala uses State Merit (SM) and SEBC terminology, NOT OBC or BC like northern states. SEBC includes Ezhava, Muslim, Latin Catholic, OBC, Hindu Nadar, and other listed communities.
  • There is NO AIIMS and NO ESIC medical college in Kerala. All 14 government colleges are state government colleges under the Kerala Health Department.
  • GMC Kozhikode (Calicut) is the only state govt college NOT affiliated to KUHS Thrissur. It remains under Calicut University as a heritage affiliation.
  • Kerala has 6 Christian Minority and 5 Muslim Minority private colleges. Kerala is the only state where Christian Minority colleges outnumber Muslim Minority colleges.
  • Government MBBS tuition is ₹28,950 TOTAL for the entire 4.5-year course (lump sum, not annual). Works out to ~₹6,400 per year, among the lowest in India.
  • Private Self Financing NRI fees are uniform at ₹20,86,400 per year across most colleges due to CEE Kerala fee regulation. This is rare in India where NRI fees vary widely.
  • Amrita School of Medicine Kochi is the only Deemed medical college in Kerala. Admits exclusively through MCC AIQ Deemed counselling. Tuition ₹25 lakh/year General, USD 50,000/year NRI.
  • Kannur Medical College Anjarakandy (Muslim Minority) is currently under NMC review and not included in 2025 counselling.
